DEAR POSTMASTER,




A new word is like a fresh seed sown on the ground of the discussion.



Any work of architecture that has with it some discussion, some polemic, I think is good. It shows that people are interested, people are involved




Anyone who in discussion relies upon authority uses, not his understanding, but rather his memory.

Discussion is an exchange of knowledge; an argument an exchange of ignorance.



Discussion is just a tool. You have to aim; the final goal must be a decision.

THIS IS OUR DISCUSSION TIME :



POINT OF DISCUSSION   #01 :

WHEN I ASKED SOME OF MY POSTMASTER FRIENDS THAT,” WHY YOU OPTED THE POSTMASTER       CADRE WHEN THE HSG II/HSG I ARE TIMELY GIVEN ADHOC PROMOTION, DUE RESPECT IN THE POSITION AND CAN BE ACT AS INDIVIDUAL UNIT COMING DIRECT CONTROL  OF THE DIVISIONAL HEAD INSTEAD OF THE ASPs INCHARGE OF SUB DIVISION. “

 VARIOUS TYPES OF ANSWERS I RECEIVED ARE SUMMERISED HEREIN BELOW:

WE DONOT WANT AN ADHOC PROMOTION IN HSG I BECAUSE ON ACCEPTING THE PROMOTION WE IN THE NAME OF FINANCIAL BENEFIT, TRANSFERRED FREQUENTLY FROM THE POSTED PLACE TO ANOTHER AS PER THE CONVENIENCE OF THE ADMINISTRATION. IN CASE THE ADMINISTRATION THINKS THE ADHOC PROMOTION IS NOT NECESSARY THEY WILL SHOW THE RULES OF FINANCIAL IMPLECATIONS AND THEY WILL PUT UP THE NOTE ACCORDINGLY FOR WHICH THE PREVIOUS INCUMBENT ENJOYED THE SAME BENEFIT WITH THE SUPPORT OF THE DIVISIONAL ADMINSITRATION. THE POSTMASTER SHOULD ACT BLINDLY TO THE ORAL INSTRUCTIONS OF THE ILL INTENTIONAL ADMINISTRATION TO RETAIN THE PLACE OF POSTING AND FOR FURTHER EXTENTION OF ADHOC PROMOTION ORDER TO ISSUE.



MERE GETTING FINANCIAL BENEFIT AND POSITION WILL NOT GIVE SATISFACTION TO A SINCERE AND DEDICATED POSTMATER WHO IS PLANNING TO CLEAR THE PENDING OF THE OFFICE, AND SET UP A PLAN TO BROUGHT DOWN THE PENDENCY AND GIVE CONFIDENCE TO SUBORDIATES TO PROCEED THE WORK AND GIVES ASSURANCE THAT NOTHING WILL GO WRONG AS PER THE AGE OLD WRONG PRESUMPTION. ON OUR FREQUENT TRANSFER AND POSTING THE OFFICE ENVIRONMENT WILL SPOIL CONSIDERABLY AND WORK RESULT WILL BE BROUGHT DOWN.



WE OPTED POSTMASTER CADRE ONLY BECAUSE IT IS THE BRAIN CHILD OF THE DIRECTORATE AND FLOATED THIS CADRE FOR THE NEED OF THE PRESENT SERVICE BUSINESS ENVIRONMENT IN THE SERVICE BUSINESS MARKET. ALSO THIS HAS BEEN ENDROSED BY THEN SECRETARY to Govt. of India, Director General, Posts and Chairman, Postal Services Board with reference to the appraisal letter no D.O.No.1-28/2010-Trg.Dt 11th August 2011 issued by Secretary to Govt. of India, Director General, Posts and Chairman, Postal Services Board officially congratulated the candidate that the newly created cadre of Postmaster (Grade-I) either through a process of selection or through examination and said that “Postmasters are the frontrunners of this Department.. .” The Postmasters' Cadre was designed with great care and expectation. You have a career profile with lots of responsibilities and challenges ahead of you” and wished for the best in the exciting career.

AS PER THE SAY OF THE SECRETARY, STILL  WE ARE IN HOPE OF CAREER PROFILE.



POINT OF DISCUSSION   # 02 :

WHAT IS YOUR OPINION ABOUT NOT ALLOWING THE POSTMASTER CADRE OFFICIALS TO APPEAR IN THE OTHER PROMOTIONAL EXAMINIATIONS VIZ., LDCE FOR INSPECTOR OF POSTS AND PSS GROUP B EXAM?

1.       THIS IS TOTALLY INJUSTICE ON THE ENTIRE POSTMASTER CADRE. IF THE DIRECTORATE ISSUES RESTECTRION ORDERS TO APPEAR FOR THE ABOVE EXAMS ATLEAST THEY SHOULD ISSUE THE REASON FOR DEBARRING THE POSTMASTER CADRE OFFICIALS.

2.       THEY ARE KEEPING SILENCE FOR THE REASONS WE UNKNOWN. THEY SHOULD BREAK THE SILENCE.



POINT OF DISCUSSION   #03 :

NOW A DAYS, IF WE PERUSE ALL THE INSTRUCTIONS, CIRCULARS RECEIVED FROM THE DIVISIONAL ADMINISTRATIONS THAT ARETAILED WITH A SENTENCE THAT NON OBSERVENCE OR IMPLEMENTATION OF THE INSTRUCTIONS/PROCEDURE THE OFFICE INCHARGE IS FULLY HELD RESPONSIBLE.

1.       YES ,WE ACCEPT THAT THE OFFICE INCHARGE IS RESPONSIBLE FOR THE HAPPENINGS IN THEIR OFFICE. BUT IN TRAINING CENTRES WE TAUGHT THAT YOU SHOULD NOT WORK. YOU SHOULD GET THE WORK DONE FROM THE SUBORDINATES IN YOUR OFFICE. BUT IN REALITY IT IS NOT THERE, THE ADMINISTRATION IS WITHDRAWING POSTAL ASSISTANTS FROM THE OFFICES WHERE POSTMASTER CADRE OFFICIALS ARE IN CHARGE AND THE DIVISIONAL ADMINISTRATION ASKS THE POSTMASTER TO DO THE CLERICAL WORK IF THEY ARE ADDRESSED FOR STAFF REQUIREMENT. THEY ARE REFERRING THE PAST CUSTOM FOLLOWED BY THE GENERAL LINE POSTMASTER.(WHO WAS DUE FOR RETIREMENT WITHIN 6 MONTHS) IF WE SEE THE PAST RECORD OF THAT OFFICE TO FIND OUT THE POSSIBILITIES OF THE REFERENCE TO KNOW HOW THAT OFFICE WAS MANAGED BY THAT INCUMBENT.  ONE CAN DEFINATELY FIND THAT THE PRECEEDING INCUMBENT WAS NOT CARED ABOUT THE CLEARANCE OF PENDING WORK BACK OFFICE WORK AND HAD DONE DAY TO DAY WORK ONLY AND PLEASED THE ADMINISTRATION BY DOING SOME PATCH WORK THAT COSTS US A LOT

2.       IF THE POSTMASTER IS REPORTING INSUBORDINATION OF A POSTAL ASSISTANT WITH THE PROOF AND EVIDENCE.... THERE IS NO ACTION FROM THE ADMINSITRATION AND CORSS QUESTIONING US WHY YOU COULD NOT DO THAT WORK OR WHEN YOUR MISTAKE IS FORGIVEN BY YOU WHY NOT THE MISTAKES OF THE OTHERS.

3.       FOR THAT SAME POSTAL ASSISTANTS, THE DIVSIONAL ADMINISTRATION IS APPOINTING AND DISC.AUTHORITY WHY THEY ARE NOT TAKING ACTION AGAINST THOSE OFFICIAL S OR EVEN ASKING EXPLANATION FROM THEM.

DISCUSSION  POINT : #04

WHEN THE JUNIOR HSG II OFFICIALS ARE GIVEN OFFICIATING IN HSG I AND THE SENIORS BECAUSE OF OPTING THE POSTMASTER CADRE IS STILL WORKING IN THE SUBORDINATE OFFICES AS THEIR SUBORDINATE.



1.       IF  DEPARTMENT WISHES TO IMPLEMENT A NEW CADRE FOR THE TIME OF REQUIREMENT THEY SHOULD CHALK OUT THE PLAN TO PROTECT THE PAY AND POSITION OF THE SENIOR STAFF.

2.       WHY THEY ARE DOING TRAIL ON THE COST OF SINCERE AND DEDICATED OFFICIALS WHO OPTED AND GIVEN THE COMPETITIVE EXAM ON PUTING FAITH ON THE DEPARTMENT THAT ON SOME HOPE OF CARRIER PROSPECTS.



THE POSTED DISCUSSION POINTS ARE VERY LIMITED, BUT WE CAN DISCUSS MANY ISSUES/MATTERS ELABORATELY IN COMING BLOG POSTINGS.



NB : THIS IS POSTED ONLY FOR THE AWARNESS TO ALL THE POSTMASTERS THAT ALL WE ARE SAILING IN  SAME BOAT. I REQUEST THE SINCERE AND DEDICATED POSTAL ASSISTANT AND GENERAL  LINE POSTMASTERS SHOULD NOT FEEL BAD AS THIS IS DISCUSSED ON THOSE WHO ARE  TROUBLING  OFFICE  INCHARGE FOR NON PERFORMANCE AND TAKING ADVANTAGE OF THE  SITUATION.   1. Can any one explain about initial constitution of Postmaster Grade III? Some clarifications are released as per which "The general line officials who are in HSG-II grade after promotion to HSG-I regularly,will be allowed first to opt for PM Grade-III, after that others will be considered for Promotion." What is meaning of 'others'? What will be the future of PM Grade II officials if all the posts of Grade III will be filled by the junior officials who would have been promoted as HSG-I regularly by one time measurement because Grade-II officials will not be considered for notional promotion to HSG-I? What process will be adopted in the circles where PM Grade-III DPC have been done & some officials are working as PM Grade-III who are still waiting for their promotion to SrPm even after completion of more than 5yrs in HSG-I+PM Grade-III? Will the officials of HSG-I be given another oppurtunity to opt as PM Grade-III even after being given two chances of options in 2011? Will this not be a barrier for PM Grade I officials?
