CHQ MEMBERS OF ALL INDIA ASSOCIATION OF POSTMASTER CADRE,

VISITED DAK BHAVAN ON 17TH APRIL 2013





Dear postmaster,

 

All India Association of postmaster cadre ad hoc committee members were attended  meeting with DDG(P) on 17th April 2013 on appointment.

Meeting started at 11.15 a.m and concluded by 12.30 p.m

 

Following points were discussed in the meeting:

 

1.               Filling up of GR III posts immediately.

 

Department is now keen in implementing           the old recruitment rules of HSG I immediately to make the way to fill up the GR III posts.

 

When the loss of seniority and
Financial loss to the senior officials was raised by the staff side, it is assured that in case of any loss of seniority in case of any Postmaster, that will be considered on representation.

 

 As per the departmental view Postmaster Cadre is a Sun rising cadre with bright future.

 

 The Grade III posts will be immediately created as and when the single eligible official will be posted.

 

2.  Adhoc promotion to GR I officials:

 

 Eligible feeder cadre officials can be posted in the postmaster Gr II on ad hoc basis.  When asked about the circular on the issue, issued by the Directorate on filling up of short term vacancies:

 

It is replied that postmaster cadre officials should approach the concerned CPMG through forum till the approval of the non federated association exclusively for postmaster cadre officials.

 

Therefore the CHQ requests all the circle coordinators to form one ad hoc committee in the circle level immediately for asking for bi/four monthly meetings with PMG and at the regional level and CPMG at Circle level.

 

3. Allowing the postmaster cadre officials to appear for IP and GRB examination:

 

The Postmaster cadre officials are entered in this cadre on their own willingness as their future promotion will be on the same hierarchy.

So the question of appearing for the other cadre examination is not possible.

 

In lieu of that 100% Sr. Postmaster cadre Posts will be earmarked for the Postmaster cadre officials.

 

 

2.              Administrative, Disciplinary and all other functional powers to Postmaster cadre officials:

 

The Postmaster cadre officials will also conferred with the Administrative, Disciplinary and all other functional powers equal lent as in the case of LSG/HSGII/I and IP and ASP. Orders will be issued shortly.

 

5. Reduction of promotion eligibility period :

 

Eligibility of Promotion period between GR I to GR II and III will be reduced as in the case of general line.

 

6. All India Gradation list of postmaster is under process and shortly orders will be issued for identified offices of Sr. Postmaster at all India level.

 

In view of the above,

 

 

i)                           this is intimated to all India Postmasters to be ready for the pre recognisation process for approval to form an All India Association of Postmaster cadre, viz., giving resignation to the presently attached P3 service Unions.

 

ii    Form an ad hoc body in the circle level     as  per the  procedure  laid down in the constitution which was already supplied to the concerned circle coordinators on 01.10.2012.

 

ii)                       Collection of Rs.50/- as subscription and funds for the association should be started and  the shares as mentioned in the constitution should  be distributed to Regional, Circle and CHQ under receipt and books of accounts should be maintained as envisaged in the CCS(RSA) Rules 1993.

 

 

iii)                     All the circle ad hoc committee should prepare a data of all the details of their members.

iv)                      Compliance of the above procedure should be intimated to CHQ in Maharashtra circle immediately to prepare a data base for reference.

 

 

Dear Postmasters, we are living in changing scenario of the department. So our collective attitude only will bring good results as we dreamt about the cadre when it was introduced by the department.

 

Therefore be united and make possible representation in the seventh Pay commission when it is constituted or if any injustice noticed and when we are deprived our rights to knock the door justice, our collective effort is urgently needed.

 

The approach of the CHQ is only a starting journey to knock the door of administration. Therefore all are requested to make ready them selves for verification process for which the circulars will be issued very shortly.

  4. I think this is a move towards adopting "divide and rule" policy. When NFPE is fighting for the Postmaster Cadre and coordinating sincerely with all other Federations being a major part of the Confederation for Seventh CPC etc, it is not at all wise to form a separate association and stay away from the main stream. As Postmasters , we can raise our voice through NFPE which is protecting everyone. Now It has been ordered to convene DPC for regular promotion to HSG-I which will pave way for constituting Grade-III. This is the result of the continuous effort of NFPE. No one else can take the credit. Addition always increases and subtraction always decreases. Let's not divide the glorious NFPE. I may be contacted through "aipeup3bbsr@gmail.com"

  5. Congratulations to the representatives, it's a very good move.After the meeting, orders for filling up of HSG-I vacancies as per old RRs has been released by DOP.   6. A good begining.Well done. Keep this tempo till our goals are achieved.Hereafter hindrances will come from the major two unions.Meanwhile take action to strengthen the postmaster cadre association from base level, say from Divisional level.Entrust the responsibilities to the achievers and not to papers tigers.Atleast the officebearers of this proposed association may be asked to resign their membership from the other unions.This will be having a telling effect for the growth of this association.Best wishes.

Filling up of PM grade 111 posts with new entrants to H.S.G -1 post(After obtaining their willingness) is clearly a mockery of rules.Those who were in H.S.G.11 then and have not opted postmaster cadre-11 will now become PM grade-111 on exercising option once they get promoted to H.S.G 1.This should not be allowed to happen.When postmaster cadre came into existence in 2011, Initial constitutional clause for PM-cadre 111 clearly stated that option will be called for from the existing , I repeat then EXISTING, H.S.G-1 officials for cadre 111 posts. This initial constitutional clause is applicable only to those officials holding H.S.G 1 post then(2011).It was also stated in the PM cadre recruitment rules that vacancies which arise in future in cadre 111 will be filled up only from the feeder cadre as per the new RR.In these circumstance it is not correct to fill up the cadre 111 vacancies which arises after 2011 also by promoting H.S.G 11 officials.The stand of the authorities that Cadre 111 post will be deemed to come into existence only after posting is made for it will not stand before the scrutiny of Law because when Postmaster cadre itself was constituted, for the total number of Pm-1, Pm-11 and PM-111 cadre strength, offices were also earmarked as PM -1, PM-11 and PM-111 offices.Now our stand should be that let the department promote H.S.G 11 officials to H.S.G 1.But on no account those H.S.G 1 officials should be posted at offices earmarked for Postmaster cadre 111 officials.The only lawfull option before the department is to take up the peculiar situation of many PM-111 posts remaining vacant due to non availability of eligible hands before the Dept of Personnel and training and seek exemption as a one time measure to fill up all PM-111 posts with PM-11 cadre officaials without institing on any minimum period of service in PM cadre11 and the resultant PM-11 cadre vacancies are to be filled upby promoting PM cadre 1 officials without insititing on any minimum period of service.This is necessary in the interest of the department especially during the process of change management and also in the interest of our cadre. Please consider this suggestion.If merit is found, please address the directorate in this regard and if justice is not done we may seek legal remedies.

  8. WELL , BUT THERE IS A BIG LOSS TO ANDHRA CIRCLE OFFICIALS WHEN THE GRADE-III POSTS WERE FILLED BY THE FORTHCOMING HSG-I OFFICIALS. PLEASE GO THROUGH THE APPEAL.

    DEAR POST MASTERS,

    I ALONG WITH SRI. D.S.K.PRASAD,POSTMASTER GR-I, VIJAYANAGAR COLONY, HYDERABAD MET SRI.KRISHNAN, GENERAL SECRETARY OF NFPE ON 19.04.13 REGARDING PROMOTION TO THE CADRE OF GRADE-III. HE TOLD THAT THE GRADE-III POSTS WERE FILLED THROUGH HSG-I OFFICIALS, WHICH THE DPC CONDUTED IN THE MONTH OF MAY FIRST WEEK. WE RAISED THE SENIORITY AND FINANCIAL LOSS OF OFFICIALS WHO ARE WORKING IN THE EXISTING GRADE –II. HE REPLIED THAT YOU HAVE TO WAIT UPTO COMPLETION OF 5 YEARS IN THE GRADE.

    IT IS LEARNT THAT THE UNIONS ARE NOT SUPPORTED TO THE POST MASTER CADRE. HENCE WE SHOULD WAKE UP WITH OURSELVES AND FIGHT WITH ADMINISTRATION INDIVIDUVALLY.

    ON 22.04.13, I ALONG WITH SRI.J.SUBBARAYUDU,PM GR-II,MALAKPT COLONY, SMT.P.RAJESWARI, PM GR-II,PUTLIBOWLI, SRI.D.S.K.PRASAD,PM,GRI,VN COLONY VISITED CIRCLE OFFICE. IT IS LEARNT THAT, HSG I POSTS ARE BEEING FILLED BY THE HSG II OFFICIALS AND THE PROCESS MAY BE COMPLETED BY FIRST WEEK OF MAY. AT PRESENT THERE ARE NOT FILLING THE GRADE III POSTS.

    THE GRADE-III POSTS MAY BE FILLED ONLY ON INSTRUCTIONS FROM THE DIRECTORATE.

    HENCE IT IS REQUESTED SEND THE INDIVIDUAL REPRESENTATIONS BY POST TO THE CIRCLE OFFICE AND DIRECTORATE THROUGH PROPER CHANNEL AND SEND DIRECT COPIES TO SAVE DELAY.

    IN ORDER TO THIS ONE COPY OF REPRESENTATION SHOULD BE SENT THROUGH FAX TO DIRECTORATE, FOR IMMEDIATE INTERVENTION.

  10. hai all, at last we can cheer that something is happening in the ground to bring the burning problems of pm cadre officials to the forefront, but just see the total injustice in the recent HSG-1 orders, an official who has just completed 3 years in HSG-11 will get HSG-1 ,but people who opted the pm cadre line will have to wait for 5 years, what an injustice? what is the financial loss? what is the status loss? what is the power,position loss? in my opinion though we should collectively fight the administration as a union, but as an individual employee one should straight away approach the court to put a full stop to all these injustice, so that we can have a normal breath.
